&lt;/p&gt;&lt;p&gt;It is with exceeding great pleasure that I address you with a few Lines to inform you, that the colored people of Chicago and Cook County Have grate confidence in our governor in the cause of humanity, and his patriotism in sustaining the administration in Putting down this Rebellion, as you Will remember, When the call was made for [95?] thousand men, we then tender our service to put down this rebellion And yet are we have the unfaltering loyalty to the federal government, and we see that the federal Congress is about to past a Bill to Rase 3 hunderd thousand colored solders, if this Bill should past, sir i Whould like for you to give me the privilge of rasing a company in Chicago

&lt;/p&gt;&lt;p&gt;Isaac Deford his father made application to Judge Drummond for a writ of Habeas Corpus in favor of Henry which the Judge refused - Isaac Deford then returned to Ottawa and with his wife induced Henry to desert - I however had him arrested on the cars and brought back to camp - His parents were aware previous to his being mustered into the service that he had enlisted in my battery, and they made no effort to have him removed until after he had received twenty seven dollars from Government

&lt;p&gt;and Sixty dollars bounty from LaSalle county.  The money he has received from this county would readily induce other men to enlist and his father should be compelled to refund this money to the county for the purpose of enlisting other men before this man should be mustered out.
&lt;/p&gt;&lt;p&gt;I believe that Isaac Deford is a bad man and I take the liberty of enclosing such evidence as I have at hand in support of my assertions.

&lt;/p&gt;&lt;p&gt;An Act to provide for the payment of United States Stamp Duties on Tax Sale certificates.
&lt;/p&gt;&lt;p&gt;Section 1.  Be it enacted by the people of the State of Illinois, represented in the General Assembly, That hereafter all officers, who are required by the laws of this State to prepare certificates of purchase, to be delivered to purchasers at sales of lands or town lots, for taxes due either to this state or any county, or incorporated town or city within the same, or any sale for taxes or levies authorized by the laws of this state, shall affix to such certificates United States Revenue Stamps, denoting the duty imposed thereon by the laws of the United States.
&lt;/p&gt;&lt;p&gt;Sec. 2.  That the said United States Stamp duties shall be added and included in the records appertaining to tax sales and in the said certificates of purchase, and shall in every respect be considered, treated and have effect, as other costs.

&lt;/p&gt;&lt;p&gt;I am quite unwell today and will not therefore come to Springfield
&lt;/p&gt;&lt;p&gt;I would be glad to hear this evening by mail the final result of your deliberations upon the state of the country
&lt;/p&gt;&lt;p&gt;The union men here are much alarmed and I am ashamed to say so much depressed that they cannot be relied on for any bold movement
&lt;/p&gt;&lt;p&gt;These facts are so discolored by their fears that there is no reliance upon them
&lt;/p&gt;&lt;p&gt;I am still of opinion that the only mode of reassuring our People is a military force to be placed in Springfield
