&lt;/p&gt;&lt;p&gt;my misfortunes &amp;amp; knowing that I could be of no
&lt;/p&gt;&lt;p&gt;more service to any of my Political friends in Illinois
&lt;/p&gt;&lt;p&gt;that they were dispossed to let me go and make no
&lt;/p&gt;&lt;p&gt;effort in my behalf. I could not reconcile it to myself
&lt;/p&gt;&lt;p&gt;to think that of you from our long and intimate
&lt;/p&gt;&lt;p&gt;acquaintance. not that I had ever done any thing
&lt;/p&gt;&lt;p&gt;in days that are past and gone to claim any thing
&lt;/p&gt;&lt;p&gt;at your hands. but my claims from from Friendship
&lt;/p&gt;&lt;p&gt;alone. my son will be 18 years old this fall. he writes
&lt;/p&gt;&lt;p&gt;a good hand, is attentive to businefs &amp;amp; believe he
&lt;/p&gt;&lt;p&gt;could sustain himself in any position he might be able
&lt;/p&gt;&lt;p&gt;to get. his adrefs is modest, no bad habits, rather
&lt;/p&gt;&lt;p&gt;small of his age. in a conversation with Geo. T. Brown
&lt;/p&gt;&lt;p&gt;of Alton a day or two ago he remarked if he succeeds
&lt;/p&gt;&lt;p&gt;in obtaining his appointment as sergent at arms of
&lt;/p&gt;&lt;p&gt;the senate, of which he had no doubt at present he 
&lt;/p&gt;&lt;p&gt;would provide for him. his name is Douglas Alexander Morean
&lt;/p&gt;&lt;p&gt;it would be uselefs for me to take a place unlefs it
&lt;/p&gt;&lt;p&gt;would pay me more than a bare support at the
&lt;/p&gt;&lt;p&gt;same time if things continue much longer as they are
&lt;/p&gt;&lt;p&gt;now I may be compelled to even take such a place as
&lt;/p&gt;&lt;p&gt;that. for I can assure you businefs has fallen off to
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;the Mo. Democrat. &amp;amp; State Journal in regard to your
&lt;/p&gt;&lt;p&gt;polical visit to Jerseyville last summer. he is a warm
&lt;/p&gt;&lt;p&gt;and firm Republican &amp;amp; Union Man Just 21 a splendid
&lt;/p&gt;&lt;p&gt;penman, finely educated. good habits and evry way
&lt;/p&gt;&lt;p&gt;qualified to fill any station he could obtain in any
&lt;/p&gt;&lt;p&gt;of the Departments at Washington. I can assure you
&lt;/p&gt;&lt;p&gt;it is very humiliating to ask any thing for myself
&lt;/p&gt;&lt;p&gt;or any of my Family. I have been accustomed all
&lt;/p&gt;&lt;p&gt;my life to work for my Friends &amp;amp; them only. Financially

&lt;/p&gt;&lt;p&gt;that J. M. Clementson states atty
&lt;/p&gt;&lt;p&gt;for the 26th Judicial Circuit re
&lt;/p&gt;&lt;p&gt;moved from the district  on last
&lt;/p&gt;&lt;p&gt;Wednesday this day a week ago
&lt;/p&gt;&lt;p&gt;and has gone to the south and
&lt;/p&gt;&lt;p&gt;it is supposed to join the rebels
&lt;/p&gt;&lt;p&gt;there, and that his family has
&lt;/p&gt;&lt;p&gt;since left Williamson County
&lt;/p&gt;&lt;p&gt;If such be the case, as I doubt
&lt;/p&gt;&lt;p&gt;not it is, as it is the general
&lt;/p&gt;&lt;p&gt;understanding among his
&lt;/p&gt;&lt;p&gt;near neighbors, your excellency
&lt;/p&gt;&lt;p&gt;will declare the office vacant
&lt;/p&gt;&lt;p&gt;and your personal and political 
&lt;/p&gt;&lt;p&gt;friends in the district are anxious
&lt;/p&gt;&lt;p&gt;and desire me to make application
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to your excellency for the
&lt;/p&gt;&lt;p&gt;appointment to fill the vacancy
&lt;/p&gt;&lt;p&gt;as I was appointed by his late
&lt;/p&gt;&lt;p&gt;excellency Gov. Bissell to fill
&lt;/p&gt;&lt;p&gt;the same office heretofore, and
&lt;/p&gt;&lt;p&gt;as I believe gave general satisfaction
&lt;/p&gt;&lt;p&gt;I am fully aware it will be
&lt;/p&gt;&lt;p&gt;a very trying time and will
&lt;/p&gt;&lt;p&gt;require a man of experience
&lt;/p&gt;&lt;p&gt;energy and ability to fill the
&lt;/p&gt;&lt;p&gt;office at the present time
&lt;/p&gt;&lt;p&gt;and for this reason your personal
&lt;/p&gt;&lt;p&gt;and political friends anxiously
&lt;/p&gt;&lt;p&gt;desire my appointment as

&lt;/p&gt;&lt;p&gt;that J. M. Clementson states atty
&lt;/p&gt;&lt;p&gt;for the 26th Judicial Circuit re
&lt;/p&gt;&lt;p&gt;moved from the district  on last
&lt;/p&gt;&lt;p&gt;Wednesday this day a week ago
&lt;/p&gt;&lt;p&gt;and has gone to the south and
&lt;/p&gt;&lt;p&gt;it is supposed to join the rebels
&lt;/p&gt;&lt;p&gt;there, and that his family has
&lt;/p&gt;&lt;p&gt;since left Williamson County
&lt;/p&gt;&lt;p&gt;If such be the case, as I doubt
&lt;/p&gt;&lt;p&gt;not it is, as it is the general
&lt;/p&gt;&lt;p&gt;understanding among his
&lt;/p&gt;&lt;p&gt;near neighbors, your excellency
&lt;/p&gt;&lt;p&gt;will declare the office vacant
&lt;/p&gt;&lt;p&gt;and your personal and political 
&lt;/p&gt;&lt;p&gt;friends in the district are anxious
&lt;/p&gt;&lt;p&gt;and desire me to make application
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;The Postmaster General finds it necessary to adopt measures for the prevention of numerous errors in the service, which have grown out of the carelessness of Route Agents in missending letters and mail bags, abandoning their duties without permission, employing substitutes to act for them, and neglecting to report irregularities and failures in the service. It is their duty to accompany the mails from the Post Office to the Cars, and to continue with them until they are delivered into the Post Office, or to an authorized Agent of the Department, at the ends of their routes.
&lt;/p&gt;&lt;p&gt;They are expected to use extraordinary vigilance in guarding the mails under their charge. The mails must not be left for a moment exposed by day or by night. The Agents will be particularly watchful at depots or landing places. Should they become aware that the mails are so exposed at any time or place, they are required to report the case immediately to the Inspection Office.
&lt;/p&gt;&lt;p&gt;When the service has suffered for any of these causes, it has been difficult to ascertain what individual Agent is accountable for the injury. In order that each may be held strictly responsible for himself, and that those who are diligent and useful may not be confounded with others who are not so, the Postmaster General directs that each Route Agent shall run the whole length of the road to which he is assigned, and, on arriving at the end of his route, shall at once, on delivering his mail into the Post Office, register his name in a book to be kept there for that purpose. Postmasters are required to report to the Department each instance of their neglect to do so, and all other irregularities in their conduct as Agents.
&lt;/p&gt;&lt;p&gt;The services of Route Agents are useful mainly on account of their personal experience and responsibility. Agents are, therefore, strictly forbidden to leave their routes, or to transfer their duties to substitutes, without the consent of the Postmaster General, obtained through a written application to his Second Assistant. In cases, however, of sickness, disability, or other sudden and urgent necessity, which will not allow sufficient time for communicating with the Department, a Postmaster at the end of the route may grant temporary leave of absence, on such written application of the Agent, but only for the shortest period necessary for referring the application to the Department and its return therefrom by due course of mail. Postmasters are instructed to refer all such applications to the Second Assistant Postmaster General, without delay.
&lt;/p&gt;&lt;p&gt;When a Route Agent is thus absent from duty, his place must be supplied by a suitable person known to and approved by the Postmaster through whom his application for leave of absence has been made; and in giving certificates of service to Route Agents, Postmasters will carefully specify what portion thereof was performed by substitute, and by whom.
&lt;/p&gt;&lt;p&gt;The fact that persons are traveling on mail routes with a view to plunder, and the numerous complaints which have been made of the carelessness and inattention of Route Agents, endangering the security of important mails, render it necessary for the Department to require the Route Agents to report whenever the mail cars, which are furnished under an express provision in the contracts for mail service, are not safe and suited to the service, or not furnished with sufficient locks and fastenings. The car or apartment should not only be suitable in all respects, but the Agents are to have the exclusive use and occupancy of it, and are absolutely forbidden to admit any person into it who is not an Agent of the Department.
&lt;/p&gt;&lt;p&gt;In mailing letters at the cars, Agents will receive only such letters as their is good reason to believe were written after the usual hour for closing the mail at the local Post Office, or such as could not, with ordinary diligence, have been deposited in the Post Office in time for the outgoing mail.
&lt;/p&gt;&lt;p&gt;The pay of Agents, for the present, will be audited quarterly instead of monthly as heretofore, but certificates and reports of service should be forwarded by Postmasters to the Inspection Office at the end of every month.
&lt;/p&gt;&lt;p&gt;Postmasters will faithfully report every instance of neglect of duty by Route Agents, and will make inquiries from time to time for the purpose of ascertaining whether they are continually with their mails until they are safely delivered into the Post Office or to another regularly authorized Agent. Route Agents are also required, when it is necessary to preserve a connexion on an important route, as between the different railroads at Philadelphia and Baltimore or elsewhere, to continue with their mails if sent directly from one road to another, or to a boat, until they are delivered to another Agent, without taking them into a Post Office. When the mail is sent out from a Post Office, the Postmaster will in all cases be careful to send a responsible Clerk with it until it reaches the hands of a regular Agent of the Department; and in case of the necessary or other absence of such Agent, to continue the mail in charge of a responsible and sworn officer of the Department, at the expense of the Agent.
&lt;/p&gt;&lt;p&gt;Disobedience to any of these orders will be regarded by the Postmaster General as sufficient cause for removal.

&lt;/p&gt;&lt;p&gt;Douglas was elected to carry out the principles of "non Intervention by congress" for a certain time which has not expired and should be filled by a man who holds that principle until the time does expire.  Not only the Democrats of Indiana [murmer?] at this unprincipled act but the Republicans denounce you as unworthy of the position you hold.  In this state all party lines are obliterated.  And the people here thinking the Hon Gentleman you have appointed too Honorable to except.  We hope that you will show your love for your state and respect for Douglas by appointing Hon Jas Allen to fill the vacancy.  By so doing you will show your patriotism and gain the

&lt;/p&gt;&lt;p&gt;As a member of the Republican party I take this opportunity of expressing my regret at your appointing a man to fill the vacancy occasioned by the death of Senator Douglas.  Whose principles were directly opposite those of his when he was elected to that honorable position.
&lt;/p&gt;&lt;p&gt;Douglas was elected to carry out the principles of "non Intervention by congress" for a certain time which has not expired and should be filled by a man who holds that principle until the time does expire.  Not only the Democrats of Indiana [murmer?] at this unprincipled act but the Republicans denounce you as unworthy of the position you hold.  In this state all party lines are obliterated.  And the people here thinking the Hon Gentleman you have appointed too Honorable to except.  We hope that you will show your love for your state and respect for Douglas by appointing Hon Jas Allen to fill the vacancy.  By so doing you will show your patriotism and gain the

&lt;/p&gt;&lt;p&gt;I came to my Brother with

&lt;/p&gt;&lt;p&gt;interdicted my making it
&lt;/p&gt;&lt;p&gt;public - therefore, is this long
&lt;/p&gt;&lt;p&gt;delay in prefering my complaint
&lt;/p&gt;&lt;p&gt;to the States Attorney. Indeed,
&lt;/p&gt;&lt;p&gt;this is mine only resort for
&lt;/p&gt;&lt;p&gt;obtaining justice:
&lt;/p&gt;&lt;p&gt;i confidently rely
&lt;/p&gt;&lt;p&gt;on my family friends to sustain
&lt;/p&gt;&lt;p&gt;me, when once a legal in

&lt;/p&gt;&lt;p&gt;to our Lt Col. B. F. Parks. I understand, (how
&lt;/p&gt;&lt;p&gt;true I know not) that there are petitions or remonstrances
&lt;/p&gt;&lt;p&gt;against his being commissioned by the Governor
&lt;/p&gt;&lt;p&gt;on the ground of incompetency.
&lt;/p&gt;&lt;p&gt;Parks is a lawyer and has never made any
&lt;/p&gt;&lt;p&gt;pretension to military matters. He was elected by
&lt;/p&gt;&lt;p&gt;the Regiment and in two hours took the command.
&lt;/p&gt;&lt;p&gt;In Col Wymans abence the executive department
&lt;/p&gt;&lt;p&gt;as well as every thing else fell upon his shoulders,
&lt;/p&gt;&lt;p&gt;and he has done better than I expected he
&lt;/p&gt;&lt;p&gt;would do under all the circumstances; at least
&lt;/p&gt;&lt;p&gt;he has done as well as he can, and that
&lt;/p&gt;&lt;p&gt;is all one can expect of an angel.
&lt;/p&gt;&lt;p&gt;I will add that I opposed his election, but
&lt;/p&gt;&lt;p&gt;expect to obey the will of the majority, and do not
&lt;/p&gt;&lt;p&gt;wish any injustice done him. We have in this
&lt;/p&gt;&lt;p&gt;camp one or two busy bodies who make it their
&lt;/p&gt;

&lt;/p&gt;&lt;p&gt;Preston who was acting as Regimental
&lt;/p&gt;&lt;p&gt;Instructor got up a petition to supersede
&lt;/p&gt;&lt;p&gt;me as Colonel I do not know how
&lt;/p&gt;&lt;p&gt;many men signed the petition; but
&lt;/p&gt;&lt;p&gt;it was circulated under false
&lt;/p&gt;&lt;p&gt;pretenses - and if it reaches you
&lt;/p&gt;&lt;p&gt;I hope you will give me an
&lt;/p&gt;&lt;p&gt;opertunity to explain if you think
&lt;/p&gt;&lt;p&gt;it worthy of any notice
&lt;/p&gt;&lt;p&gt;I have discharged
&lt;/p&gt;&lt;p&gt;him from all positions in the
&lt;/p&gt;&lt;p&gt;Regiment and as his name is not
&lt;/p&gt;&lt;p&gt;on any Muster Roll he cannot
&lt;/p&gt;&lt;p&gt;claim to belong here
