These men I am informed, all wish to be transferred to some Hospital in their own State. I speake particularly for those from Lake County. They wish to be transferred to Chicago and I desire to have it done if possible. Can you do us the favor to interest yourself in their behalf &amp;amp; endeavor to have the transfer made.

&lt;/p&gt;&lt;p&gt;I was examined before one of the boards appointed by the War Department for examination of officers to Command Colored Troops, and was examineded by the board to fill my present position, I do not feel satisfied as at present situated and would like to get into an Ills Regt again, as I understand that there will be some new Regts raised under the recent Proclamation of the President If i could be promoted into one of the Ills Regts there would be no trouble about it as with your good offices and influence I could be readily transfered, and you would confer a great favor upon me by permoting my wishes in this respect. I only want the oportunity to test my competency to [illegible] and manage a Regt. to demonstrate it. and with my experience of now nearly three years in the military service during this war, I think I could make myself much more useful to the cause, than here where all of the officers are

&lt;p&gt;well drilled and experienced and at the same time aid in promoting the efficiency and usefulness of the troops of my adopted state. If a speedy arrangment to that effect can be made.  I have just arrived at this place and have had some conversation with some of the leading [men?] here who favor such a project if it be practicable, and have no doubt of success.  If you favor such a movement please notify me at once, as I shall return to my Regt on the 28th inst. and would like to visit the several Cos. of the 135th that are on the St. Louis &amp;amp; Iron Mountain R.R. as I return to Jefferson City with [view?]

If the present incumbent be not a Candidate for reappointment I would be pleased to have you write me a letter of recommendation to Gen'l Oglesby for said position, and send the same to me, to be forwarded with my other papers.  And if not too much trouble, I would like to have Adjt. Gen'l Fuller's and Comdg Gen'l Williams' names to your letter, if you should feel willing to give me so much

&lt;/p&gt;&lt;p&gt;I see that the President has called for 500,000 troops to serve for one, two, or three years as they may desire, and I feel somewhat like going into the service again but would greatly prefer going into my old Regiment, besides the men and most of the officers are very anxious about my return.
&lt;/p&gt;&lt;p&gt;Now if I should raise two or three hundred men as permits to the 87th would they not be credited to the state under the present call and could not the order accepting my Resignation be set aside and I be re-instated as Col of the 87th in as much as no one has ever been appointed in my place.  I
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;would suggest that by the time I could get the recruits mustered they would only have about a year to serve. I have been out of the Regiment about eight months and the boys have all the time been anxious that I should return  Will you have the kindness to give me your opinion in relative to this matter. The regt needs the men very badly and I doubt not but that they would be much more efficient in the 87th than if mustered into a new Regiment 
&lt;/p&gt;&lt;p&gt;There is considerable excitement here on the subject of Guerrillas or horse thieves who seem to have a regular organization.
&lt;/p&gt;&lt;p&gt;The Radical Democracy of this County drill every Saturday so I am told  I saw them drill one day myself they have frequently been asked as to their objects but so far have told no one what objects they

&lt;p&gt;have in view. while they may not intend an open out-brake I am satisfied that their objects are not at all commendable

&lt;p&gt;leave of absence or been on detached duty have not had any pay.  They spent much money in recruiting the Regiment and some of them are in the field without a cent of money in their pocket.
&lt;/p&gt;&lt;p&gt;Any assistance you Excellency can give will be gratefully received &amp;amp; kindly remembered.
&lt;/p&gt;&lt;p&gt;One Batt remains at Alton and two have gone up Missouri River – one at St Joseph &amp;amp; one at Glascow.  This separation of the Regmt makes 3 surgeons almost a necessity. I sincerely hope you may be able to send us another.
&lt;/p&gt;&lt;p&gt;I regret to trouble you but justice to my command require it.
&lt;/p&gt;&lt;p&gt;I should prefer that this communication remains with yourself.

I am no Lawyer -  but it seems to me that any body of men meeting in secrete, drilling for war, without commissioned officers especially in time of war, could or should be reached  by Law. I have been told that this thing has been going on for months. but I always hootred at the idea, passing it off as vision in the brain of some of our timid men. Last night by accident I had ocular proof of the machine in runing order.
&lt;/p&gt;&lt;p&gt;If this matter is worthy of attending to let me give my views of how it should be managed. One or two sharp detectives should be sent here and time given to ferrett out the whole organization and if sufficient evidence can be brough forward for successful conviction under the law: to have the leaders taken, tried and convicted -  If this can not be done the whole matter should be

Of the old 18th Ills Inftry only about one hundred and eighty men reenlisted or less than three fourths which deprived them of their regimental organization, They are now stationed at Little Rock Ark, Leaving about three weeks ago that these men had signified their intention to be assigned

&lt;p&gt;if possible to the 29th Ills Inftry. I addressed a Communication to Genl Canby Comdg Division of the West asking to have that portion of the regiment ordered to report to me for assignment,
&lt;/p&gt;&lt;p&gt;That regiment as you well know was raised in the same portion of the Country as the 29th, are connected in many instances by ties of blood and besides there has always existed between the two Commands an intimacy and attachment I have seldom if ever seen. You Knowledge of the matter accompanied by a request that the consolidation might be

&lt;p&gt;effective would probably very materially aid me in my wishes,

Of the old 18th Ills Inftry only about one hundred and eighty men reenlisted or less than three fourths which deprived them of their regimental organization, They are now stationed at Little Rock Ark, Leaving about three weeks ago that these men had signified their intention to be assigned

&lt;p&gt;if possible to the 29th Ills Inftry. I addressed a Communication to Genl Canby Comdg Division of the West asking to have that portion of the regiment ordered to report to me for assignment,
&lt;/p&gt;&lt;p&gt;That regiment as you well know was raised in the same portion of the Country as the 29th, are connected in many instances by ties of blood and besides there has always existed between the two Commands an intimacy and attachment I have seldom if ever seen. You Knowledge of the matter accompanied by a request that the consolidation might be

&lt;p&gt;effective would probably very materially aid me in my wishes,
&lt;/p&gt;&lt;p&gt;Let me therefore respectfully request you to address Maj. Genl Canby and if you can consistently ask him to order the Consolidation of the remaining portion of the 18th Ills Infty into the 29th Ills Infty vet vols, I am confident that such an arrangement will not only enhance the interests of the service but will meet the cordial approval of all command

&lt;p&gt;have been formed some had volunteered the first of May and a general feeling of dissatisfaction pervaded all the companies on account of the delay in organization (whither these causes of delay were unavoidable or not we do not affirm) If the 100 days are to commence with the 21st of June then we were decieved  and that by the highest State officials and by military leaders and many who enlisted will be almost irrepareably injured as farms have been rented out and the 21 of June is the time to commence the enumeration then these farmers cannot put in fall wheat but great as this loss will be it is but secendary to the loss of faith in our state authorities  Already the question of enlistment under the late call
