&lt;/p&gt;&lt;p&gt;The reasons for making this request of you are 1st That we have a great many Strangers among us from Missouri who are not as loyal as they might be. 2d The Correspondence with Missouri from this point is largely on the increase 3d By inquiry of Post Masters in Mo we find that Some of the men among us are very bad men. 4th We are informed that there is a plot to bring the Mo bushwhackers among us. 5th We are Satisfied that the Copperheads in our neighborhood are arming and providing themselves with amunition. If we can get the arms and amunition we can give you ample Security that they will not be use for any improper purpose. Yours Very Respectfully

On the 1st day of August 1861 at Winchester Ills. William West Enlisted in Lieutenant W W Masons Company (F) 33 Regiment of Ills Infantry

&lt;p&gt;for 3 years - and was Discharged at Cairo Ills 27th January 1863 by reason of Surgeons certificate of disability, by order of General Tuttle - he Died at Jacksonville on the 12th day of June 1863 and his Widow claims his bounty $100 which he had never received, &amp;amp; like the rest of the Widows think she is entitled to his pension - said widow is left with 6 small children 1 born since his death &amp;amp; is in a tight place, she goes out washing &amp;amp;c to make a living, she has applied
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;to some persons to try to get her the pension &amp;amp;c who tell he she cannot claim it nor can she get it, that is why I write to you to ask if it is not her due &amp;amp; if so how should she apply for it &amp;amp; I will look after it for her, I fear those she has applied to are not so truthful as they should be - is her claim different from any others, he enlisted in defence of his country &amp;amp; contracted a disease which brought on Death, that was equal to being Shot in my opinion - &amp;amp; then to be told you cant claim it he was not killed in action it is a queer doctrine

I have the honor to report that I visited Hillsboro, in Montgomery County, on the 26th inst. where I remained until the 27th, and as the result of personal and careful inquiry I am persuaded that no action can be lawfully taken on my part by which to disband the marauders in the locality of Van Buren or Hurricane, for the reason that their outrages are committed

&lt;p&gt;wholly in violation of the civil laws.  And that the parties are all, so far as I can learn.  Citizens and refugee or renegade Missourians.
&lt;/p&gt;&lt;p&gt;A meeting of the leading citizens was called on my arrival at Hillsboro, which I attended.  At this meeting a general deliberation was had on the question of their difficulties, and the conclusion was fully arrived at, that the lawless organization in the county was composed of parties whose whole purpose is that of horse-thieving and robbery.
&lt;/p&gt;&lt;p&gt;It is fully ascertained that about 200 desperate characters have organized and established a camp in that vicinity which is made a depository for their plunder in general.
&lt;/p&gt;&lt;p&gt;It is also understood that this organization is under the leadership of a man named Clingman, who is represented as intelligent and desperate,

&lt;hr /&gt;
&lt;p&gt;as well as well versed in Military regulations.
&lt;/p&gt;&lt;p&gt;They keep up their picket guard and permit nobody to pass their "lines" without the "countersign".
&lt;/p&gt;&lt;p&gt;Steps are now being taken by the citizens to have warrants issued against all parties who are known to belong to the organization, with a view of taken civil action in the premises by an appeal, if need be, to the Governor for the necessary force to effect their arrest and punishment by civil law.  Be assured, Colonel, if it should be made to appear that any action is necessary on my part, your directions will be promptly complied with.

&lt;/p&gt;&lt;p&gt;Calls attention to the condition of the 17th Ills Cav. at Alton Ills, Give statements in regard to date of Company organizations, States that the men at muster in received, one month pay, and 1st installment of bounty but have received no pay since, and they are complaining bitterly that their families are suffering,  The officers spent much money in Recruiting of the Regiment and some of them in the field outwith a cent of pay.  The Governor will feel greatly obliged if the Comd'g Genl. of the Dept, will cause them to be paid as quickly as possible and that 
the companies yet without arms equippments horses &amp;amp;c&amp;amp;c may be assisted in every way possible for him to help them. He also alludes to the fact that that the discipline and general tone of the Post at Alton is &lt;u&gt;miserable&lt;/u&gt; and that important and radical changes are necessary immediately.  Wishes the Comd'g General would send an &lt;u&gt;Inspector&lt;/u&gt; there at once and be apprised of the condition of the troops.  The newspapers (union) are giving "&lt;u&gt;Our Military Authorities&lt;/u&gt;" credit for shortcomings which endanger the rights of private citizens in those whom Union people desire to restrain in every way to benefit the Government at home and in the Army,   Encloses newspaper scrap touching the matter of pay complained of with editing remarks thereto added.

&lt;/p&gt;&lt;p&gt;Calls attention to the condition of the 17th Ills Cav. at Alton Ills, Give statements in regard to date of Company organizations, States that the men at muster in received, one month pay, and 1st installment of bounty but have received no pay since, and they are complaining bitterly that their families are suffering,  The officers spent much money in Recruiting of the Regiment and some of them in the field outwith a cent of pay.  The Governor will feel greatly obliged if the Comd'g Genl. of the Dept, will cause them to be paid as quickly as possible and that 
the companies yet without arms equippments horses &amp;amp;c&amp;amp;c may be assisted in every way possible for him to help them. He also alludes to the fact that that the discipline and general tone of the Post at Alton is &lt;u&gt;miserable&lt;/u&gt; and that important and radical changes are necessary immediately.  Wishes the Comd'g General would send an &lt;u&gt;Inspector&lt;/u&gt; there at once and be apprised of the condition of the troops.  The newspapers (union) are giving "&lt;u&gt;Our Military Authorities&lt;/u&gt;" credit for shortcomings which endanger the rights of private citizens in those whom Union people desire to restrain in every way to benefit the Government at home and in the Army,   Encloses newspaper scrap touching the matter of pay complained of with editing remarks thereto added.
