&lt;/p&gt;&lt;p&gt;It is to be hoped that you will not get out of patience with the boys in regard to the enlisting question.  I can but forward their communications when they bring them to me.  The 7th Cav is not the only regt from Ills pressing this matter upon me.  Other regts seem to be waiting the action taken upon the communications from the 7th Cav.  Not only the state of Ills, but other Western States, seem to have  [selected?] me as umpire in this matter.   They depend much upon what you may write.  I have shown them the late orders and desitions of the War Department in regard to enlisted soldiers -- yet they fall back upon their "rights" and [harp?] upon how they were deceived &amp;amp;c.
&lt;/p&gt;&lt;p&gt;Your reply to my 1st communication from the 7th Cav has never been received  I have written for a copy, which I hope will be sent me, also a reply to the enclosed. will have a good effect.
&lt;/p&gt;&lt;p&gt;I am in receipt of a dispatch this morning from Col Loomis, excusing me from going with.  I am glad of this, from the fact, that I have never had as many state military duties to attend to as now, &amp;amp; some one of experience conversant with all the facts &amp;amp; questions constantly arising here in the Army, should be here to give our soldiers attention.  I feel a deep interest in the coming Fair, &amp;amp; were it not for the above, I would gladly go. &lt;/p&gt;&lt;p&gt;It is to be hoped that you will not get out of patience with the boys in regard to the enlisting question.  I can but forward their communications when they bring them to me.  The 7th Cav is not the only regt from Ills pressing this matter upon me.  Other regts seem to be waiting the action taken upon the communications from the 7th Cav.  Not only the state of Ills, but other Western States, seem to have  [selected?] me as umpire in this matter.   They depend much upon what you may write.  I have shown them the late orders and desitions of the War Department in regard to enlisted soldiers -- yet they fall back upon their "rights" and [harp?] upon how they were deceived &amp;amp;c.
&lt;/p&gt;&lt;p&gt;Your reply to my 1st communication from the 7th Cav has never been received  I have written for a copy, which I hope will be sent me, also a reply to the enclosed. will have a good effect.
&lt;/p&gt;&lt;p&gt;I am in receipt of a dispatch this morning from Col Loomis, excusing me from going with.  I am glad of this, from the fact, that I have never had as many state military duties to attend to as now, &amp;amp; some one of experience conversant with all the facts &amp;amp; questions constantly arising here in the Army, should be here to give our soldiers attention.  I feel a deep interest in the coming Fair, &amp;amp; were it not for the above, I would gladly go. &lt;/p&gt;&lt;p&gt;We received 168 guns and accoutrements on Friday the 12th from Lieut. Col Nale of the 41st Illinois, with which two organized companies have been armed.  Two other good, efficient well organized companies, styled the "Sharon Guards"  Capt. Russell and the "Otego Guards, Capt. Martin desire arms furnished them for Home protection.
&lt;/p&gt;&lt;p&gt;With the arms they already have of their own, 70 would probably do for both companies.  This is probably the most scourged county in the state by Guerillas  robbers &amp;amp; bushwhackers, and there is scarcely a day that we dont hear of men being robbed or shot.  On yesterday morning a Union man was shot from the brush while going to his barn to feed his horses.
&lt;/p&gt;&lt;p&gt;The company above named styled the "Sharon Guards" reside near the Hurricane Creek where Clingmans men live and rendezvous and are in imminent danger
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;nightly of being robbed, and in their vicinity two houses have been burned
&lt;/p&gt;&lt;p&gt;In view of the reign of terror in this section we deem it a matter of justice to arm the before mentioned companies and if our request can be filled please inform us when and how to proceed to obtain the arms required
