&lt;/p&gt;&lt;p&gt;By report of Mayor Grissdon of the 6th Cavalry Gov. Legion who happened to hear the language used by the Chaplain of the same in your presence for the purpose of vindicating Col Th H Cavanaugh's character in regard to a certain female of the City of Springfield I learned that it was such as must needs impress upon your mind an opinion unfavorable to me.  In order to do justice to myself I feel compelled to direct these lines to you.
&lt;/p&gt;&lt;p&gt;Some time in the month of December, when the number of sick was unusually large Col Cavanaugh, to whom my reports went every morning asked me, whether the Nurses engaged were able to stand such amount of labor and whether two Ladies in the Wards, and one in the kitchen, as they continued to work ever since November 1st 1861, should not have some assistance?  My reply was, yes they ought to have assistance, but having failed to secure the services of suitable persons when I had the honor of seeing your Excellence in the former part of said month, and obtained a pass for them
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;I returned to Shawneetown without relief for my Lady-Nurses, and found them willing to go cheerfully on in the performance of their hard work and task of self sacrificing.
&lt;/p&gt;&lt;p&gt;Now when the Colonel himself acknowledged they were overtaxed, and when he offered to me the services of a Lady whom he recommended in presence of the Chaplain if I am not mistaken, and sure I am not, I accepted of his offer confident in his recommandation and wrote at his request a letter to Adjutant General Fuller in behalf of this Lady, whom he told me to be an Orphan and worthy in every way and respect of his protection.
&lt;/p&gt;&lt;p&gt;The letter was written, and contained the statement, that I had failed to procure assistance in Peoria amongst Ladies whom I was a acquainted with and that I would ask the favor of issuing a free pass to the person thus recommanded to me by a Gentleman superior in Command, and much more the recommendation being suported by the very Chaplain.  The pass was refused and yet the Lady made her appearance in Shawneetown having her expenses defraied by the Colonel.
&lt;/p&gt;&lt;p&gt;Being not prepared to give her accomodations at the Hospital where my Lady Nurses slept behind a lumber partition in the kitchen, the Colonel brought her to the Hotel
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;took charge of her, and tried to get her a place in the family of Mr. Fred. Houghston's where he boarded himself with his son the Adjutant.  For reasons unknown to me he could not keep her there, but the next morning after the old Post office was destroyed by fire, Houghston's house was vacated, she was seen back in the Hotel, and Mr. Edmund Tyler before morning call confidentially communicated to me, that said lady was of doubtful character and well known to some of the Gentlemen in town.  Whereupon I forthwith positively expressed that she never should disgrace my Corps of Ladies assistants, and instantly I went to the Colonel reporting to him what I learned, telling him that it is utterly impossible for me to let her pass the threshold of my Hospital.  He was perplexed, wanted to know, who I heared this by, what I unhesitatingly communicated to him.  He was in [ira?] against Mr. Tyler, yet at once he said if things be so she must go back.  This ends in so far the matter as I had to do with it.  What further happened I did not notice, as during my whole sojourn with the regiment, I had no other care but the charge confided to my hands the sick keeping betweext the parties, and wishing to do justice to either for the best and wellfare of the Regiment.

&lt;p&gt;A testimony in behalf of Mrs. Eliza [Arken?], Mrs. Anna Sturgis and Miss Mary Sturgis all of Peoria and recommended to me by D. D. Irons Esq. Mark [Arkin?] of the same City and the best of Ladies there, besides known to me personally issued by the Officers of Governors Legion, will show to your Exellency that my first selection was good and worthy a man and a mason, and have some weight, in correcting an opinion about me which when keept up would make me unhappy in so far as I should know to have lost the esteem of a Gentleman, whom I ever honored and whose good opinion I feel proud of. &lt;/p&gt;&lt;p&gt;The deplorable &amp;amp; unjust neglect and utter abandonment which this State has been subjected since the commencement of hostilities in the country has been already laid before you but matters have now reached such a point that I have considered it necessary to send this communication to you by the hand of Mr Conklin &amp;amp; I have directed him to protest in my name firmly but respectfully against the further continuance of a State of things fraught with disaster &amp;amp; disgrace to the State of Illinois &amp;amp; which I [solemnly?] [warn?] you will lead to her certain humiliation.
&lt;/p&gt;&lt;p&gt;I desire &amp;amp; intend to protect the authorities and people of this State against censure for whatever may ensue &amp;amp; I therefore adopt this last means to impress upon you the absolute necessity of prompt &amp;amp; thorough action. The causes of complaint &amp;amp; dissatisfaction I will set forth briefly leaving the explanation of details to Mr Conklin my authorized messenger.
&lt;/p&gt;&lt;p&gt;From the beginning there have been no facilities of any kind extended by the General Govt. to the organization Equipment &amp;amp; instruction of the forces called out from 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;this State.  Even before being mustered in to the U.S. service many of the companies, in fact several regiments were dispatched to Cairo under the order of the Secretary of War, hastily &amp;amp; imperfectly equipped, without organization &amp;amp; without supplies of any kind being furnished by the General Government. They have been kept at there present [residence?] without opportunities for instruction &amp;amp; without any thing necessary to put them into any condition of efficiency.
&lt;/p&gt;&lt;p&gt;As fast as regiments could be formed and mustered into the Service they were hastily dispatched to remote points which were considered important &amp;amp; to this day no kind of [opportunity?] has been given them to [rendor?] themselves fit for active service. Illinois is at the least entitled to equal advantages with other States, but while Ohio &amp;amp; Indiana on one side &amp;amp; Missouri in the other, have been allowed to concentrate their forces into large camps, &amp;amp; keep them for more than a month for instruction, equipment and organization, She alone has been denied all these privileges.
&lt;/p&gt;&lt;p&gt;Badly armed, without equipment, scattered about in detached &amp;amp; remote camps, the forces of this State have been left to shift for themselves &amp;amp; it is not surprising that today they find themselves dissatisfied and indignant &amp;amp; absolutely in worse condition for active service than on the day of muster.  Even worse
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;forces called out by your proclamation of May 3d. whilst every other State has been carefully attended to Illinois has as heretofore been utterly neglected.
&lt;/p&gt;&lt;p&gt;Of all the Generals, Colonels &amp;amp; Lt Colonels appointed in these new regiments Illinois has had not one &amp;amp; our request for the appointment of a single officer to a place we were clearly entitled to claim, has so far been wholly neglected.
&lt;/p&gt;&lt;p&gt;I call your attention solemnly to the Subject of this letter &amp;amp; entreat you to right the wrongs I have specified. If matters are suffered much longer to you in this way I shall decree it to be my duty to adopt measures myself to protect the honor &amp;amp; interest of the State &amp;amp; to shield the gallant men who have so nobly &amp;amp; cheerfully responded to your proclamation from the consequences of being abandoned by a Govt. they are in arms to defend.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Know this they have been attached to the command of an officer in a remote State, who has only once visited the State of Illinois for a few brief hours &amp;amp; who has &amp;amp; of cannot be expected to have, that interest in them, essential to their welfare &amp;amp; efficiency in the field.
&lt;/p&gt;&lt;p&gt;After some effort authority was obtained to raise a few companies of Cavalry &amp;amp; Artillery but no sooner is a cavalry company fit to take the field than this same general orders it off to Virginia &amp;amp; Ohio, from whence it will not again return during its term of service.
&lt;/p&gt;&lt;p&gt;The general officers to which these troops are entitled have not been yet made &amp;amp; if they were they would find themselves very soon by this system of detachments, left without a command. Portions of our regiments have been ordered into Missouri &amp;amp; I have every reason to believe that other regiments are soon to be ordered there whose business will consist in guarding bridges &amp;amp; baggage while the volunteer troops of that State march off to the scene of hostilities to reap all the reputation to be acquired.  Separated in this way, &amp;amp; placed under the command of officers alien to the State &amp;amp; regardless of its honor &amp;amp; its interests, the troops of Illinois have already begun to lose their identity &amp;amp; you cannot be surprised that there should be widespread and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;&amp;amp; growing dissatisfaction.  You need not be told that the influence which Illinois will possess &amp;amp; the position she will occupy in this Nation, in the adjustment of the opportunities before us, must largely if not wholly depend upon her military efficiency in the field &amp;amp; as little is it necessary to tell you that no State in this Union will commence this War with higher military character &amp;amp; prestige.
&lt;/p&gt;&lt;p&gt;I consider it my duty to say to you that if the condition of things which exists here now &amp;amp; which has marked the whole course of the Govt. toward this State for the last [two?] months, be not at once corrected Illinois will have lost all the high reputation acquired in Mexico before hostilities actually begin.
&lt;/p&gt;&lt;p&gt;We need &amp;amp; for our honor &amp;amp; reputation must have a Military Dept. of smaller dimensions, whose commander must be nearer to us &amp;amp; more identified with our welfare &amp;amp; our interests. He must be clothed with authority sufficient to enable him to correct the abuses and neglect which have begun to make our forces a byword &amp;amp; a reproach &amp;amp; to secure for them the advantages which they have hitherto been denied. 
&lt;/p&gt;&lt;p&gt;Of a piece with this neglect is the utter ignoring of this State in the appointments in the new regular

&lt;/p&gt;&lt;p&gt;The deplorable &amp;amp; unjust neglect and utter abandonment which this State has been subjected since the commencement of hostilities in the country has been already laid before you but matters have now reached such a point that I have considered it necessary to send this communication to you by the hand of Mr Conklin &amp;amp; I have directed him to protest in my name firmly but respectfully against the further continuance of a State of things fraught with disaster &amp;amp; disgrace to the State of Illinois &amp;amp; which I [solemnly?] [warn?] you will lead to her certain humiliation.
&lt;/p&gt;&lt;p&gt;I desire &amp;amp; intend to protect the authorities and people of this State against censure for whatever may ensue &amp;amp; I therefore adopt this last means to impress upon you the absolute necessity of prompt &amp;amp; thorough action. The causes of complaint &amp;amp; dissatisfaction I will set forth briefly leaving the explanation of details to Mr Conklin my authorized messenger.
&lt;/p&gt;&lt;p&gt;From the beginning there have been no facilities of any kind extended by the General Govt. to the organization Equipment &amp;amp; instruction of the forces called out from 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;this State.  Even before being mustered in to the U.S. service many of the companies, in fact several regiments were dispatched to Cairo under the order of the Secretary of War, hastily &amp;amp; imperfectly equipped, without organization &amp;amp; without supplies of any kind being furnished by the General Government. They have been kept at there present [residence?] without opportunities for instruction &amp;amp; without any thing necessary to put them into any condition of efficiency.
&lt;/p&gt;&lt;p&gt;As fast as regiments could be formed and mustered into the Service they were hastily dispatched to remote points which were considered important &amp;amp; to this day no kind of [opportunity?] has been given them to [rendor?] themselves fit for active service. Illinois is at the least entitled to equal advantages with other States, but while Ohio &amp;amp; Indiana on one side &amp;amp; Missouri in the other, have been allowed to concentrate their forces into large camps, &amp;amp; keep them for more than a month for instruction, equipment and organization, She alone has been denied all these privileges.
&lt;/p&gt;&lt;p&gt;Badly armed, without equipment, scattered about in detached &amp;amp; remote camps, the forces of this State have been left to shift for themselves &amp;amp; it is not surprising that today they find themselves dissatisfied and indignant &amp;amp; absolutely in worse condition for active service than on the day of muster.  Even worse
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;forces called out by your proclamation of May 3d. whilst every other State has been carefully attended to Illinois has as heretofore been utterly neglected.
&lt;/p&gt;&lt;p&gt;Of all the Generals, Colonels &amp;amp; Lt Colonels appointed in these new regiments Illinois has had not one &amp;amp; our request for the appointment of a single officer to a place we were clearly entitled to claim, has so far been wholly neglected.
&lt;/p&gt;&lt;p&gt;I call your attention solemnly to the Subject of this letter &amp;amp; entreat you to right the wrongs I have specified. If matters are suffered much longer to you in this way I shall decree it to be my duty to adopt measures myself to protect the honor &amp;amp; interest of the State &amp;amp; to shield the gallant men who have so nobly &amp;amp; cheerfully responded to your proclamation from the consequences of being abandoned by a Govt. they are in arms to defend.
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;Know this they have been attached to the command of an officer in a remote State, who has only once visited the State of Illinois for a few brief hours &amp;amp; who has &amp;amp; of cannot be expected to have, that interest in them, essential to their welfare &amp;amp; efficiency in the field.
&lt;/p&gt;&lt;p&gt;After some effort authority was obtained to raise a few companies of Cavalry &amp;amp; Artillery but no sooner is a cavalry company fit to take the field than this same general orders it off to Virginia &amp;amp; Ohio, from whence it will not again return during its term of service.
&lt;/p&gt;&lt;p&gt;The general officers to which these troops are entitled have not been yet made &amp;amp; if they were they would find themselves very soon by this system of detachments, left without a command. Portions of our regiments have been ordered into Missouri &amp;amp; I have every reason to believe that other regiments are soon to be ordered there whose business will consist in guarding bridges &amp;amp; baggage while the volunteer troops of that State march off to the scene of hostilities to reap all the reputation to be acquired.  Separated in this way, &amp;amp; placed under the command of officers alien to the State &amp;amp; regardless of its honor &amp;amp; its interests, the troops of Illinois have already begun to lose their identity &amp;amp; you cannot be surprised that there should be widespread and 
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;&amp;amp; growing dissatisfaction.  You need not be told that the influence which Illinois will possess &amp;amp; the position she will occupy in this Nation, in the adjustment of the opportunities before us, must largely if not wholly depend upon her military efficiency in the field &amp;amp; as little is it necessary to tell you that no State in this Union will commence this War with higher military character &amp;amp; prestige.
&lt;/p&gt;&lt;p&gt;I consider it my duty to say to you that if the condition of things which exists here now &amp;amp; which has marked the whole course of the Govt. toward this State for the last [two?] months, be not at once corrected Illinois will have lost all the high reputation acquired in Mexico before hostilities actually begin.
&lt;/p&gt;&lt;p&gt;We need &amp;amp; for our honor &amp;amp; reputation must have a Military Dept. of smaller dimensions, whose commander must be nearer to us &amp;amp; more identified with our welfare &amp;amp; our interests. He must be clothed with authority sufficient to enable him to correct the abuses and neglect which have begun to make our forces a byword &amp;amp; a reproach &amp;amp; to secure for them the advantages which they have hitherto been denied.
