&lt;/p&gt;&lt;p&gt;Sir, I was commissioned some time since by Gen'l. Fremont to raise a regiment of Infy to operate on the border of Mo. as I resided at the time in Platte Co. Mo &amp;amp; had seen service in the Mexican War.
&lt;/p&gt;&lt;p&gt;I find it impossible to raise a regiment in Mo. unless i had a force to protect my recruiting officer.
&lt;/p&gt;&lt;p&gt;My object in addressing your excellency is to know whether you would object to my visiting Southern Ills &amp;amp; raising a regiment to operate in Mo. if the regt. were to be numbered as

&lt;p&gt;an Illinois Regiment.
&lt;/p&gt;&lt;p&gt;I am an old soldier &amp;amp; have lost my all in this North Western Mo &amp;amp; have a wife &amp;amp; five children dependent upon me.

&lt;/p&gt;&lt;p&gt;Having at length succeeded, at some expense of private interest, in so adjusting my affairs as to be in a condition to enter the military service, I am desirous of doing so.  And having failed to obtain an interview with you, I beg thus to approach you on the subject of a captaincy--or such other commission as I may be deemed worthy of--in the Infantry or Artillery.
&lt;/p&gt;&lt;p&gt;My qualifications are: about eighteen months study, and service to the grade of Captain of Light Infantry, at a military school (Norwich University) where the drill, discipline, rules and regulations of the U.S. Army were enforced and maintained; a general education not inferior to that of most officers in the volunteer service; a taste for military service; a will to serve the country, and a soldier's ambition.

&lt;/p&gt;&lt;p&gt;I informed you verbally shortly after the receipt of your letter, that I was awating certain information upon the subject of clothing our troops.
&lt;/p&gt;&lt;p&gt;That information I have received, and now notify you, that the State will continue to supply her troops with clothing, and horse equipments.  The State Q. Master General has been instructed to purchase such supplies, and has already made purchases upon terms most advantageous to the troops
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;and favorable to the United States.
&lt;/p&gt;&lt;p&gt;I avail myself of the right, conferred by Act of Congress upon each State, to furnish such supplies, because I think this State can better provide for her troops.  That you would do your duty in such a service I have no dout, yet our State Qarter Master (General John Wood) has become so thoroughly acquainted with the condition and wants of our scattered regiments, takes so deep an intrest in them, and has so far given such abundant satisfaction to the authorities at Washington and of this State, in the clothing heretofore furnished both as to quality and price, as to satisfy me that he ought to be continued in the performance of this duty.

I cannot consent that the state authorities should continue the control of my Department in its most important branch leaving to me duties of minor importance.  If you desire to conduct the Dept in one branch you must do so in all.  The course heretofore pursued by me has the warm approval of my superiors to whom your letter will be referred.  No contracts or purchases made by the state since you were last informed of my readiness to assume control of the Q. M. Dept. will be recognized by me

&lt;/p&gt;&lt;p&gt;I informed you verbally, shortly after the receipt of your letter, that I was awaiting certain information upon the subject of clothing our troops.  That information I have received, and now notify you, that the state will continue to supply her troops with clothing, and horse equipments.  The state Quarter-master General has been instructed to purchase such supplies, and has already made purchases upon terms most
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;advantageous to the troops; and favorable to the United States.
&lt;/p&gt;&lt;p&gt;I avail myself of the right conferred by Act of Congress upon each state, to furnish such supplies, because I think this state can better provide for her troops.  That you would do your duty in such service I have no doubt, yet our state Quarter-master (Genl. John Wood) has become so thoroughly acquainted with the conditions and wants of our scattered regiments; takes so deep an interest in them, and, has so far given such abundant satisfaction to the authorities at Washington, and of this state, in the clothing heretofore furnished, both as to quality and price, as to satisfy me that he ought to be continued in the performance of this duty.

I cannot consent that the state authorities should continue the control of my Department in its most important branch leaving to me duties of minor importance.  If you desire to conduct the Dept in one branch you must do so in all.  The course heretofore pursued by me has the warm approval of my superiors to whom your letter

You are mistaken in supposing that the first lot of arms was forwarded by my order  The regimental quartermaster of the 4th Illinois Cavalry gave a voucher, approved by Col. Dickey for the amount of the freight and I suppose that the Express Co will be satisfied with a similar voucher for the second lot.  I informed Col. Dickey, that before any Q.M. could pay these extraordinary charges, that it would be necessary for him to procure the order of Gen. Ripley Chief of Ordnance, for the transportation of the arms by express.  When this order is procured the charges can be paid.
