&lt;/p&gt;&lt;p&gt;It seems that Illinois will be entitled to fourteen M.C's.  Hence a new apportionment must be made But we deny utterly the authority of the Convention to apportion. If the legislature be called together the vacancies existing places the control in the hands of the “Egyptians”. Permit me to make a suggestion: the election on the ratification of the Constitution is likely to call out a verry large vote. Now I propose for your consideration
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;that the vacancies in the legislature be filled on that day.  Our chance of filling them with Republicans – that is the districts we carried in '60 will be promoted by a full vote – though we shall loose by the absence of the soldiers. Three fourths of all the volunteers from 40 Northern Counties are Republicans.  In the Peoria and Stark district the chances are perhaps against us – but Ingersoll's Cavalry which has just left are said to be mostly Democrats, and mostly from Peoria and Fulton.
&lt;/p&gt;&lt;p&gt;If the Constitution be ratified we loose nothing
&lt;/p&gt;
&lt;hr /&gt;
&lt;p&gt;by filling the vacancies But if it be voted down which I think it will be, and we secure either House a fair Congressional apportionment will be the result  You can then call an “extra session,” confining of course the scope of the legislature to that and such other specific duties as you may determine.

Sir I saw in Some of the News papers some time since that Congress had passed an Act to Commission one or more persons from each State (and I thought by the Governor) to canvass all the Regiment from Such State in the field and to know what part if any of each Man's Wages he desired to remit to his family or friends and that such Commissioner should take such part of each Man's monthly Wages as he should designate of the Paymaster and convey the same to such familys or friends. &lt;/p&gt;&lt;p&gt;We have seven hundred &amp;amp; fifty good and loyal men, stout able bodied and anxious to do service for the Stars and Stripes. These men are disheartened, paralised - likely to be disbanded, because we have an imbecile, malignant old man for Colonel. We cannot procure arms, but a are thwarted by him in every attempt to benefit the Regiment.
&lt;/p&gt;&lt;p&gt;You put him in power. I now appeal to you to have him displaced, or for awhile relieved from command by being placed under arrest, and thereby save eleven hundred and fifty citizens of Illinois from disgrace and ruin, and cause the Government to lose the services of as good and true men as can be found
&lt;/p&gt;&lt;p&gt;You owe this to us, and to yourself. You put him in his present position
&lt;/p&gt;&lt;p&gt;It is impossible for me to get arms or to do any the least good with the man at the head. He wont let us. We are in a most deplorable condition There is not better material in the world. Take the Colonel away and we will not be inferior to any Regiment in service.

&lt;p&gt;Some time since I preferred charges against Col. Cavanaugh. They have been on Gen Paines and Gen. Shermans tables until now. Gen. S. sends them to day to Gen Halleck. The delay in forwarding them has been on account of the busy times here.
&lt;/p&gt;&lt;p&gt;Gen. Sherman says (and correctly too) that the public service will not admit to Courts Martial to try Colonels at this time, and that the effect of those charges may be to cause the Reg's. to be disbanded
&lt;/p&gt;&lt;p&gt;You can save us if you will write to Gen Halleck requesting him to place Col. Cavanaugh under arrest under the charges I have preferred again him. They are False muster - keeping a woman as his mistress - gross neglect of duty and falsehood.
&lt;/p&gt;&lt;p&gt;If you will do this, we will not be disbanded and will then be able to procure arms
&lt;/p&gt;&lt;p&gt;Governor, in the name of all these loyal citizens of Illinois, and their families and neighbors I beseech you to aid us.
