Jerseyville, Ill., April 20, 1861

To His Excellency, Gov. Yates,

Dear Sir:

There is intense excite-
ment here among all classes in regard to
the war. Republicans, of course, and a
few Democrats, stand firmly by the
government. When the news of the attack
on Sumter first arrived, together with
the call for troops, the Democrats were
nearly unanimous against the Govern-
ment - some, and not a few, were expressing
decided secession sentiments. Fortunately,
however, our Court was in session, and
we induced Judge Palmer and Judge
Woodsen to address the people. Their
speeches were conservative and patriotic,
and had a tendency to turn the tide of
public sentiment, so that very many
Democrats are now disposed to do right.
Yet there is a strong opposition, and some
open secessionism. Nevertheless, we are gain-
ing on them.

Our boys are trying to raise a
company of volunteers, and some

Clayton, AC

names have been enrolled. But they
make slow progress, in consequence
of the obstacles constantly thrown in
their way by the secessionists. What
we need is, some prominent, influ-
ential Democrat to come and stir
them up. I understand McClernand
is doing much good in Sangamon
and Morgan, in allaying party feeling
and arousing the patriotism of the
Democrats. You know what he is
doing, and what his views are better
than me; but if he is all right, the
feeling is very strong among the friends
of the country here that he could do
an immense amount of good here as
well as in Greene County. I have, there-
fore, been urged to write to you an
earnest request to send him down,
if in your judgment it may seem
best. It seems to me it is very im-
portant that public sentiment in
Southern Illinois should be brought
right if possible; for if Missouri
and Kentucky should secede, I am
well satisfied an effort will be
made to carry Southern Illinois out
with them, or if they fail in this, to

throw as many obstacles in the way
of the Government as possible.
I have heard such sentiments openly
proclaimed. I have no idea they
could succeed, but they might give
us a good deal of trouble. But a
few speeches from the right kind of
men in these strong Democratic
counties, would soon make us essentially united.

I send this by Mr. Jarboe, and
trust you will give it your attention, and
if you can find time should be glad
of a word of encouragement from you.
You may be assured that I shall stand
firmly by you and the Administration,
and use my little influence in behalf of
my country.

The secessionists are making much
capital out of that clause in the
President's Proclamation, wherein he
says the first duty of the volunteers
will be to re-take the forts. They

have succeeded in making very many
good men, who would otherwise
give their influence to the Administration, believe that he means by
this to pursue an indiscriminate
aggressive war against the whole
South with a view to subjugate it.
They are circulating very industriously
a report to the effect, that you recently
said that in a late conversation
with the President, he declared to
you it was his intention to pursue
this war until the last dollar
of the money and the last drop of the
blood at the command of the
Administration are exhausted! Absurd as this is, many are foolish
enough to believe it; and if
you think it of sufficient importance, and consistent with your
position, to authorize me to deny
it, I think it would have a
good effect.

Trusting that you will favor me with an early
reply, I remain, very respectfully
Your obt. Servt. A.C. Clayton

In making this Communication to you I can not help but refer to times past of our younger days when we was Boys together. It has been many years and many changes since we met.

Southern [disappointed?] office seekers. It is to them we owe all this trouble. I am here in this City and a firm supporter as I ever have been of our Glorious old Union I cannot more or better explain my ideas than to give you the motto of the Frankfort Commonwealth of Ky which is If Civil War Comes we wish it distinctly
understood we fight for the United States. We had rather die defending the Good old flag of the Stars & Stripes than to live a thousand years under a rattlesnake pelican or skunks misery flag I will mention to you when I commenced this letter it was for the purpose of

soliciting your influence with Abe Lincoln to endeavor to get me a situation or Office that will afford me a compatent salery to maintain my family I would propose a Mail Agency on Some of the Rail Roads a position in the Custom House as Clerk - at Cincinnati or some such situation. Or if I had a [illegible] to get a situation out West say as Land Agent in some of the Land Offices I want to go west Now if it is posible I would be glad if you could & would do something for me I have been residing in this city for near Eight years I can give you or Mr Lincoln refferences from our best men & business Houses of this City

Or if I had a [illegible] to get a situation out West say as Land Agent in some of the Land Offices I want to go west Now if it is posible I would be glad if you could & would do something for me I have been residing in this city for near Eight years I can give you or Mr Lincoln refferences from our best men & business Houses of this City

manifested itself right in our midst. Quite a number among us are at heart, the enemies of the Federal Government - and only want the power to enable them to turn the whole North into the hands of the enemies of this Government. There are in this village those who would, I verily believe, if they were not
afraid, lead on a band of secessionists from the South, and rejoice in seeing them subjugate us - and visit the Chains of Slavery on our necks. One of the old posts in the Democratic party has been heard to say that "the volenteers from this Co. were cowards, and that hoped they every one get what they deserved before they return". His wife has said that "She hoped to God the South would kill every one of them" - and his little son has frequently said the same thing - which certainly reflects the sentiments of the head of the family. This same old man has said within the last five days that he could command the force in three days to take the Town of Mason, and that Republicans had better mind how they talk about traitors.

These things he has said to his supposed confidential friends - He has not said them publicly. And it is my deliberate opinion that he speaks the sentiments of not less than from six to ten men within five miles of this place. And many more are of the same opinion with me. In Clay County I learn there are a good many secessionists who are clamorours in favor of the South. And farther south in Egypt, I have every reason to belive that there are many who will fight for the South in the event fighting has to be done on the border. And since our volenteers left here on Tuesday last, we have commenced making up a company of minute men - to be called the Mason minute guards - and a certain man in this vicinity has said as soon as the Company was made up and left here, he'd bring in a company to Rob & plunder ever "Black Republican" that was left behind. These things look hard: but they are true. In such a crisis as the present, these men are dangerous to the communities in which they live. In the present emergency, it seems to me that effective legislative means should be provided for the prompt surpression of every thing that would tend to encourage disloyalty in our midst, & invite the invasion our free territoy in Ills. by an armed body of rebbells. De [Levis?] Esq (Editor of our local Paper here) who goes to the State Capital for the purpose of consulting you in reference to some monuments of a Military character in our own locality - Consult with him freely & fully - Pana and vicinity is now almost a unit in favor of sustaining the Government & the Union as our Fathers made it. Two weeks ago it was not so. We now wish to present an undivided active, working opposition to all traitors -
