</p><p>Enclosed herewith is a letter from Mr. Preston of Lockport, which I beg you to read and consider, upon the subject of assaying Mr. N.S. Hawley to a post, if possible in the Artillery Service.
</p><p>Mr. H. certainly has the capacity to make a most useful and efficient officer; and it is a subject of deep regret to his freinds that difficulties at Cairo [sartyran?] when he was stationed for a time, (with the merits of which I am not acquainted) - operated to detach him from a line of employment for which he seems so peculiarly fitted. Personal freindship and family relations cause me to feel a deep solicitude in his behalf and to express an earnest hope that he may have another chance; if possible. I am quite aware of the overwhelming duties upon you at this time, but would be grateful if you would drop me a single line announcing to me your feelings in reference to Mr. H. Yours Very Respy

</p><p>I understand from Kate, that you are likely to be detained in Springfield until Friday or Saturday; and I have thought it possible that Governor Yates may be pleased to give me a position among the new Volunteers or elsewhere, in the Quarter Masters or Commissary's Departments, where I have had considerable experience; It is true that I am now past fifty years of age, and many of my old friends are dead, yet there is considerable snap in me & I may be of some service; I can refer to Chancellor Walworth,, Governor Washington Hunt, Hon'l Azariah C Flagg Gen'l, L<sup>t</sup>. J. B. L. Skinner & many other prominent men in New York, Washington City, and in Kentucky; besides Col Sylvanus Thayer, Gen<sup>l</sup>. E. A. Hitchcock, Gen<sup>l</sup>. H. W. Halleck, Gen<sup>l</sup>. J. B. Todd, Col John L Gardiner and many other officers of the U.S. Army.
</p><p>I enclose a copy of a note from Governor Hunt to the Secretary of War, many of my friends in New York & Kentucky would aid me if they knew of my necessities. We are generally well & hope to see you soon.

<p>The War Meeting.
</p><p>In response to a call previously made, the citizens of Old Warren held a mass meeting at Monmouth, on Saturday, the 2d inst, to take into consideration the late call of the President for volunteers. The number of persons in attendance was almost incredible, when we know that it was in the midst of the busiest season for farmers.
</p><p>A stand was erected for the accommodation of speakers, in Broadway, opposite the Baldwin House, and seats for the audience arranged about it.
</p><p>The meeting was organized by Major J. H. HOLT being called to the Chair, and J. K. RIPLEY, appointed Secretary.
</p><p>The Chairman first introduced E. A. STORRS, Esq., of Chicago, who addressed the audience for the space of an hour, in the eloquent and spirited style characteristic of him.
</p><p>He was followed by Rev. Dr. WALLACE, of Monmouth, in a speech of wonderful scope and power.
</p><p>The meeting was then addressed by Rev. Mr. NORTHRUP, P.E. REED, Esq. and Maj J. H. HOLT, successively, after which the meeting adjourned.
</p><p>We must not omit to mention the Monmouth Cornet Band which "did up" the music of the occasion in the most approved style. The occasion was also enlivened by a song from a choir of young ladies from Ellison.

</p><p>I would most respectfully bring to your notice the name of John L. Bixby a Private of Co. "G" 16th Regiment Illinois Volunteers who merits and deserves promotion for untiring and devoted attention to duty. While in the ranks with his Company, he was always at his post. Since January 7th 1862 he has been detailed as Chief clerk in the Adjutants Office of his Regiment, and also in the Acting Assistant Adjutant Generals Office of the 2nd Brigade where he now remains a thorough Master of everything pertaining to the Office of Adjutant, and a capable person to fill the Office, and I would most respectfully request that he may be Commissioned at 1st Lieut and assigned to

</p><p>Although seeking a position, I know the demands upon your time, and will be brief. I hereby apply for a commission as Lt. Col or Major, on either Field or Staff duty. My qualifications are - I have been over a year in service, have acted as Instructor in both Infantry & Cavalry Regiments, am even tempered, well drilled & temperate, and have a Collegiate and legal education. I am well posted in the "Tactics" for drill, and in the "Regulations" for papers and accounts, and having been under, & associated with Regular Officers for the past nine months, have a tolerable knowledge of Army customs. I am not now in the service, having been mustered out as Cavalry Reg'tal Adjt. this summer, under the Gen'l Orders from the War Dept, mustering out Q.M's & Reg'tal Adjts of Cavalry and Artillery. I like the service, and don't wish to return to civil life while the war continues. I expected a Field Office under Blair, but applied too late. Gen's Schofield & Merrill, and Col's Callendar & Wood, all of this City, know me personally, and know my military history, and to them I refer. I am now at St Louis Arsenal, with Col. Callender, where I should be happy to hear from you. If you think necessary, I'll come to Springfield & pass an examination, as to my knowledge of military papers & drill, though I'm busy.
