</p><p>To his Excellency Richard Yates
Governor of the State of Illinois; --
</p><p>The undersigned citizens of Bureau County in view of the fact that large bodies of new Illinois troops are now about to be mustered into service and under new and in many instances untried officers, have sought this method of recommending to your Excellency for promotion in some of the new Regiments now being formed our townsman Capt. Isaac H. Elliott of Company E. 33rd Illinois Vols now on service in Arkansas, believing as we do that his talents, energy, courage and ability fit him for a wider sphere of usefulness than that which he now occupies.
</p><p>Capt. Elliot volunteered in the service about a year since, recruited a company of young men from this County of which he was unanimously chosen Captain, was taken prisoner with one half of his Command after a gallant resistance at Big River Bridge, Mo., only yielding when compelled by overwhelming numbers and himself being severely wounded; and being released on giving his Parole, after recovering from his wound, he by personal application with the Confederate authorities at Columbus
</p>
<hr />affected the exchange of himself and his Command and immediately gathering together his men rejoined his regiment, and we learn has again distinguished himself at the battle of Cache River in Arkansas.
<p>We are also advised that a vacancy having occurred in the office of Lieut. col. of his Regiment, Capt. Elliot received almost the unanimous voice of the Regiment to fill that officer but by some misapprehension the vacancy was filled without the expression of such choice of the Regiment being made known.
</p><p>We therefore desire that you will consider this application and comply with its request, if in your opinion it will promote the good of the Service.

</p><p>Sir having understood that it is your desire and intention to reward those soldiers, who have, by a faithful and cheerful discharge of the hard and unpleasant duties, which soldiers. in the field, are subjected to, proven themselves worthy of promotion, I take pleasure in recommending to your favorable notice Private John G. Wright Co. A. First Battalion Yates Sharp Shooters. Ill Volunteers. Mr Wright has, on all occasions, shown himself to be an exempliary young man, patriotic, brave, discrete, temperate and faithful, without a murmur, in the discharges of every duty both in Camp and in the face of the enemy, won the high esteem of each member of his Company and the admiration of both his Company and Regimental Officers.

</p><p>Some of our largest Manufacturers and especially their Employees, many of them females whose husbands & fathers have enlisted leaving them very destitute are suffering pecuinarily from this cause.
</p><p>These Manufacturers, I am informed would be glad to supply, the Illinois Volunteers with all or a part of the uniforms
