</p><p>By special order dated September 5th 1862, I detailed Capt W Rives for instruction and drill of the Regiments of Volunteers at Camp Butler.
</p><p>He has been engaged in that duty for the past week, and has made considerable progress so far as the officers have attended. He reports that he has received for answer from a part of the officers that they have too much to do, to attend drill – and that some seem to entertain an idea that they need no instruction.
</p><p>Those who did attend were not punctual – coming too late.
</p><p>The Sergeants of the 104 US Regiment were excused by order of their Colonel. They claim to know the drill, and have a drill master of their own. Capt Rives is of opinion that they have no knowledge of their duties and ought to be compelled to procure a drill master, or to submit to his instruction. Some of the Sergeants, excuse their late attendance, on the ground of having to attend daily for provision for their companies. This could be obviated by larger issues of provisions, or by detailing other officers to attend this duty while these instructions are being given.

<p>Excellency's wish that Capt Rives should take charge of the instruction of all the Regiments at Camp Butler; if not, that the Regiments to be under him, be designated. To make his services efficient power should be conferred upon him to compel the attendance of those put under his instruction, and such arrangements should be made in Camp duties as will enable the officers to do so.

</p><p>On the 7th ulto. I placed in the hands of the President of the U.S. in the Executive Chamber, at Washington, a small silken Union Flag, very handsomely gotten up, bearing, in letters of gold, the motto conceived by myself, that stands at the head of this page.
