<p>I hear from other quarters, I should think it was possible he may have grown to a size or two larger than his Breeches making it difficult for him to avoid showing his ---- apendix.
</p><p>I am told that a Captain in Col McMurtry's Reg is very sick, and probably will not be able to go into service (Capt King) should a vacancy happen there can not you find it consistent to appoint Mr Blossom to the vacancy.
</p><p>Blossom was appointed & mustered in as 1st leut by Gen Fuller of this Comp. but through some Shenanigan was finally compelled to resign in favor of one [Conger?] Gov Hoffman can tell you all about it. Also Secy Hatch. I hope you will consider his claims carefully before you decide the matter should the vacancy occur. I saw McMurtry men in <u>Dress Parade</u> Sunday, they are a fine Body of men & have a good set of line officers. Suppose they will get those old muskets as Babcock calls them.

</p><p>Capt W H Redden of Col “D” 48th Ills Vol Infy under my command desires promotion in one of the new regiments now being organized in our state. I take great pleasure in bearing testimony to the merits of Capt Redden as a disciplinarian as well to his good conduct and upright soldierly deportment during the time he has been under my command.
</p><p>At home in Southern Illinois Capt Redden occupied a high social and professional position (being a Lawyer) whilst in the Camp and <u>on the field</u> he has shown himself to be an officer of ability – gallantry and daring.
</p><p>Should it be consistent with your views of public policy to give Capt Redden a staff appointment I feel sure he will reflect credit upon the Service and upon his State in his new (as he has done in his old) position.

</p><p>Capt W H Redden of Col “D” 48th Ills Vol Infy under my command desires promotion in one of the new regiments now being organized in our state. I take great pleasure in bearing testimony to the merits of Capt Redden as a disciplinarian as well to his good conduct and upright soldierly deportment during the time he has been under my command.
</p><p>At home in Southern Illinois Capt Redden occupied a high social and professional position (being a Lawyer) whilst in the Camp and <u>on the field</u> he has shown himself to be an officer of ability – gallantry and daring.
</p><p>Should it be consistent with your views of public policy to give Capt Redden a staff appointment I feel sure he will reflect credit upon the Service and upon his State in his new (as he has done in his old) position.

The Allotments for the 26th Regt Ill Volunteers were received by me, from the pay-department, on the 10th of September, together with Allotments of other Regiments, all of which were distributed between that time and the 14th, as rapidly as two clerks could make out drafts for each individual Allotment.
</p><p>The delay in payments is in the hands of the pay department, and I am assured by the paymasters that it is unavoidable.
</p><p>I wish to call your attention to the claims of the 78th Regiment now near Louisville Ky, who were moved without receiving their Bounty.

<p>I have been with them and from personal acquaintance with the circumstances of some and the complaints of others I am satisfied that a large number have left their families without a dollar upon which to subsist.
</p><p>When in Louisville I called on the Officer at the head of bounty claims asking that the Regiment be paid
</p><p>The answer received was that "If payments are made to Ill. troops it it would be to the detriment of the interests of Kentucky troops," and he declined to pay
</p><p>My application to him was made by request of Col Bennison, who also Telegraphed to Gov Yates at Springfield on the subject but had not received any answer when I left.
</p><p>If our State Authorities do not urge it; now that the regiment is in the field this will not get their Bounty for months.

</p><p>May I presume to ask your influence towards procuring for me the appointment of Brigadier General of Volunteers. For the last twelve months I have commanded from two thousand to seven thousand troops. I am now in command of a Brigade in Buell's army. I have served the country faithfully for twelve years in the Indian country and during this rebellion. During the last year I have seen my juniors in the Army and citizens promoted over me in great numbers. Many of these have done far less in our cause than I have done. The troops under my command are now and long have been desirous that I should be a Brigadier General. As it is probable that I shall be permanently in command of a Brigade, it is but just that

<p>that I should have the corresponding rank. It is also demanded by justice to my Regiment (the 38th Ills Infty) that it should have a Colonel in command of it & an officer competent to command it.
</p><p>Here I see the new Regiments from our noble and patriotic state pouring in in great numbers, but not a General officer from that state to command them. Although we are all American citizen and American soldiers it seems to me that a state that has done so much for the cause and has suffered so severely, should be more highly honored in the appointment of Generals.
</p><p>Governor, if you can give me your assistance in this matter, I shall be deeply obliged to you, whether the effort be successful or not.

</p><p>To His Excellency Governor Yates
</p><p>Governor:
</p><p>May I presume to ask your influence towards procuring for me the appointment of Brigadier General of Volunteers. For the last twelve months I have commanded from two thousand to seven thousand troops. I am now in command of a Brigade in Buell's army. I have served the country faithfully for twelve years in the Indian country and during this rebellion. During the last year I have seen my juniors in the Army and citizens promoted over me in great numbers. Many of these have done far less in our cause than I have done. The troops under my command are now and long have been desirous that I should be a Brigadier General. As it is probable that I shall be permanently in command of a Brigade, it is but just that

<p>that I should have the corresponding rank. It is also demanded by justice to my Regiment (the 38th Ills Infty) that it should have a Colonel in command of it & an officer competent to command it.
</p><p>Here I see the new Regiments from our noble and patriotic state pouring in in great numbers, but not a General officer from that state to command them. Although we are all American citizen and American soldiers it seems to me that a state that has done so much for the cause and has suffered so severely, should be more highly honored in the appointment of Generals.
</p><p>Governor, if you can give me your assistance in this matter, I shall be deeply obliged to you, whether the effort be successful or not.
