Dear Sir

As one of the board of medical examiners I have thought it my duty to call your attention to the fact that Dr. Metcalf is acting as Surgeon to Col. Cook's regiment without having passed an examination before the board. By your directions the Secretary of the board notified him of the necessity of coming forward for examination, but he failed to appear. Without any feeling of personal interest in the matter I submit, most respectfully, to you to decide whether all should not alike obey


the law in this case as well as all other cases of Special or general enactments.
