Sir:

I take pleasure in endorsing the recommendation of Rev. J.R. Locke to the position of Chaplain to the East Hospital at Paducah. He is at present chaplain of the 2nd Ills. Cavy., but as that regiment is not acting together, and as a chaplain is much needed at the Hospital it is thought best to make the change.

Mr. L. has the reputation of being a worthy and able minister.
