I am in receipt of information that a mob has burned a bridge on the Illinois Central Rail Road near Vandalia - cut telegraph wires at that place and hold offices of the company in defiance of law.

It is perhaps impossible for the civil authority to command a posse of sufficient strength to keep the peace and protect lives of citizens. I would therefore respectfully request you to repair

to Vandalia, or such points as may be effected by the disturbance, with adequate military force to enable civil officers to serve and enforce writs and use whatever measures may be necessary to promptly quell the mob and restore and preserve the public peace and safety.

I first applied to the Assistant Provost Marshal General of this state, but he is unable to go -
