Dear Sir: I am directed by His Excellency Govr Yates to inform you that Hon Jesse K Dubois has made application for your appointment as Field officer in 100 Day service
His Excellency would be glad to reward your past services in this way were it possible. The War Department declines positively to allow officers in 3 yrs service to take commission in 100 Day Men and by reference to orders enclosed you will observe that the Govr has established a rule in relation to field Officers which prevents him from acting until regiments are organized and then he will appoint those who have been principally instrumental in recruiting the men. He would appt you if he could possibly.
