Dear Sir: I am in receipt of your letter with that of Mr Bross recommending Private Alpheus Whipple 10th Ills. Inft for Comn as Capt or 1st Lieut in new regiment.

I would be glad to appoint him were it possible.

By reference to enclosed orders you will perceive that I have made all the Company Officers elective; which arrangment was intended to secure to persons who are instrumental in getting the men, the company Offices. A departure from this rule, in a single instance would cause dissatisfaction & be a precedent hard to meet in other cases. I am sorry I cannot do what you desire.
