Dear Sir: I take great pleasure in recommending Lieut V. Bradford Bell Co H 19th Regt Ill Vols for the position of Lieut Col U S Colored Troops -- He has just returned from the field. Has been a faithful Officer and has distinguished himself, in several of the most important battles in which his regiment has been engaged -

Lieut Bell is also highly recommended by Generals Negley & Turchin. Col's Stanley, Raffin, and others as an officer every way worthy of


the promotion which he seeks, on account of his military services, his ability, and education.

I respectfully recommend and urge his appointment. He is in every way worthy of the promotion and I shall feel obliged and thankful if you will confer the commission.
