Hon Jesse W Fell
Dear Sir: Col Jaquess on the 4th day of June wrote recommending 1st Lieut George W. Patton of Co. B. to be commissioned as Capt of Co I - to which I replied that I could not skip the 1st Lieut of Co. I, without evidence of his incompetency according to my printed rule - a copy of which I herewith enclose. Should Col Jaquess make out a sufficient case against 1st Lieut of Co I - Sergt Bailey will be promoted to place of 1st Lieut in Co. B.
I sincerely hope that I may be able to gratify you in the desired promotion - not meaning that I desire the incompetency of 1st Lieut of Co I
to be shown, but that should it be made to appear, I will be happy that I can comply with your request.
