I take the liberty to write to you for the purpose of interesting you in behalf of James L Welsh a private in Co C 78 Reg Ill Vols

Mr Welsh has been a true Soldier is every inch a Union Man has seen hard service and never faltered - he has a family here who are unable to live from his wages - he is thoroughly qualified for any position as high as captain of a company.

I therefore beg leave to earnestly solicit his promotion from the ranks hoping that


you will notice this solicitation
