Governor Richard Yates
Sir,
I have the honor to submit to you a draft for a Special Order, which is much needed for the regulation of the business affairs and accountability in relation to the Volunteers of this State.
I also enclose the original draft and amendments thereto by W W. Thomas Esq. which have been substantially embodied in the above.
