Dear Sir:
I received your letter of August 20th some days ago and have been trying to find some place for you but as yet am unsuccessful. All commissions issued for regiments in the field to fill vacancies are made to meritorious subordinates members of the company or regiment in which they occur, and as no new companies or regiments are now being organized, I find myself entirely
unable to give you a commission now. I will always however, be very willing to assist you in any way I can.
