In answer to your favor of the 21st instant, I regret to say that it is not in my power to give you the position you desire. As will be seen by my proclamation all troops raised under present call will be assigned for duty to all old regiments. The officers of the regiment raised for State service have been elected by the regiment.

I will place your application on file for further reference.
