Sir,
On the 24th May last a Commission issued from this office to Col James D Morgan (10th Regt Ill Vol Mila) elected to fill vacancy occasioned by promotion of Col B. M. Prentiss who as Colonel of said Regiment held first rank.
The error in assigning first rank to Col Morgan in the Commission resulted from misapprehension (in this office) as to the rank Col Prentiss successor should take.
