Dr Sir,

I understand that Major Partridge of Colonel Wymans regiment has resigned. If this is so, I wish respectfully, to ask you to appoint Captain Quincy McNeil of Rock Island County, who is a captain of one of the companies of said regiment - to fill said vacancy. I know little of the military qualifications of Capt McNeil, but from a personal acquaintance with him of several years standing - I regard him as a gentleman.

I know the stock of men from which he came, and that they are as gallant as any in this country, some of them have made a place in the Military history of the country. I hope you may appoint Capt McNeil. Truly Yours. O. M. Hatch.
