Hon, Governor Yates

Kind Sir, I have been a Soldier and lost my left arm above the elbow, and now ask you kindly to grant me the wright to travel over the State of Ills,---to sell paper envelops and some yankee notions, as I am almost to poor to buy licence. I am waiting in Rock Island for a reply from my Hon Governor,
