Sir

I took possession of the lot of Powder Twenty Eight kegs and shiped it this morning to Mr [Bessel?] Commandant at the Arsenal Saint Louis subject to your order. Having no secure place here to keep the Powder I thought that the best place to send it This lot of Powder was shiped from Xenia Ohio to Mr Ewbanks Hamilton County in the care of M. B. Garner of this place with instructions to him to send the Magazines back as he had a quantity more to send. From the best information we can get Mr Ewbanks is a Sesessionist and Mr Garner is considered here by all Union Men as one at heart. It is also strongly suspisioned that their is a secret orgination of Sessesionist extending from our town South banding together we suppose to make a raid on Union citizens when the opportunity occurs
