Dear Sir

As I find it inconvenient in many instances to obtain necessaries that are requisite for the comfort of the Regiment from the fact that the Quarter Master is not commissioned, I would in order to remedy the trouble most respectfully request your Excellency to commission Mr Joseph A. Cutler as Quarter Master of the 39. Regiment of Ill. Volunteers (Yates Phalanx) and much Oblige yours

If consistent with your sense of right, I would like to have my appointment date back to the 22d. July the day on which we were accepted by the War Dept. I make the above request for the reason that I have spent five months, with a few others, in organizing the Regmt, I have also expended considerable money, much more than I would have done, had I supposed there would have been such a delay in the acceptance of the Regmt.
