Sir:
Through the kindness of your friend Mr. W. J. Conkling of this city I am in receipt of your letter of 28th December. The companies now organizing within the State for regiments in the field are being raised by persons who are to be commissioned officers of the Companies if they recruit the number of men required for the grade of rank they seek. If you have been recruiting and can secure the number of men necessary for full company for any regiment authorized to recruit new company, it will afford me great pleasure to give the commission. There are no vacancies to be filled in old regts and the only way now to secure position is to raise the men for new company which in view of regulations about Bounty is very difficult.
