I am directed by his Excellency Governor Yates to acknowledge the receipt of your letter of the 7th of Dec 1863 which has remained unanswered until now on account of the accumulation of correspondence in this office.

The Governor regrets very much that he is unable at present to accede to your request as he has no authority to organize new regiments. Promotions in old regiments are made in regular line and upon recommendation of the commanding officer of the [illegible illegible.] Your application

will be placed on file and duly considered at the first opportunity.
