I am in receipt of yr letter of 28th January in behalf of Stephen Holland 16th Ills. Cav. Capt Co D. To obtain commission in Colored Regt. it is first necessary for applicant to pass Examination before a Military Board. appointed specially for the purpose. Permit for Examination issues from Adjutant Generals Office USA at Washington. His application for Examination should be indorsed & recommended by Officer under whose Command he may be.
