Colonel - This will present Mr Robert W McClellan who enlisted a few days ago in the 9th Regt. but has not been mustered, or paid. He had his right eye injured some years ago and from statements made to me, by himself and friends. I believe him to be unfit for military service. Please have him examined by the Surgeon, and grant him a discharge if found disqualified for the service.
