Gentlemen

Your favor of 10th Inst was duly received recommending the promotion of Capt Mc Williams of Co B. 117th Regt. Ills. Vols. as Major in the event of a vacancy in that office.

I have no doubt whatever that Capt McW. is a most deserving officer and deserves well of his State & Country he brought into that regiment in splendid company and I should be pleased to promote hime whenever I can do so consistent with any orders on the subject of promotion.

The Letter of his Company indicates that he is not the senior Captain of his Regiment. If however the vacancy should occur and he is the Senior Captain he will be promoted unless it can be shown that he is unworthy


of it and I presume that this cannot be done.

I will file your letter and see that it is not overlooked when a vacancy occurs.
