Richard Yates

Gov &c

Sir

Mr Charles Tinkham of this County has raised a company which has been accepted, and his friends propose presenting his claims for the position of a field officer in the regiment to which his company may be attached

Mr. T. is a gentleman of [illegible] morals and habits, of high standing, well connected socially and politically, of fine attainments also of a regular military education, having with credit, gone through a three years course of study at the Military Academy at West Point.

I have no hesitation in saying that his appointment to the position indicated would be of advantage to the public service and highly acceptable to his numerous friends in this section - His success would be personally gratifying to myself

Respectfully &c

E. S. Terry
