To the Hon Richard Yates. Govorner and Commander in Chief. State of Illinois.

We the undersigned would most respectfully represent that Lieut Andrew J. Welch of the 22nd Regiment of Illinois Infantry and Lieut E. M. Wright a veteran Artillery Officer of Houghtaling's Battery are desirous of raising a Battery of Artillery, and from our acquaintance with them, can cheerfully recommend them as good and efficient officers. and in our opinion such an organization can be easily and readily raised from veteran soldiers who have been mustered out of the 22nd Regiment of Illinois Infantry, who are not willing to re-inlist into any other arm of the service but are desirous of entering the Artillery service. and would hereby most respectfully ask that authority be granted them to raise a Battery of Artillery.
