In reply to your communication of 20th July I have the honor to inform you that evry effort has been, & is being made to obtain funds for the payment of all troops serving in this Department, but hitherto all efforts have been unavailing & resulted only in a letter from the Paymaster General, informing me that the Treasury Department cannot supply him necessary funds
