Dear Sir

Col. Jno Logan of Macoupin County, and J W Ross of Morgan County, with both of whom doubtless you are acquainted, propose to raise an independent regiment from this Congressional District, and to tender their services for the war --- I have known both these Gentlemen well, for at least twenty five years, and think I can say that matters of this kind committed to their charge, will be as zealously and as well managed, as they would be by others who have had no larger military experience. If in consonance with your views of duty & the necessities of the service you can further their plans, you will gratify not only these gentlemen, but many others who in devotion to the cause of the Country, desire to enter the service under their lead--- I trust that you may feel yourself authorized at least to give encouragement to their enterprise –
