Mr Summerfield sent his resignation but in doing so desired Mr Edwin C. Towslee's appointment, which was done as a matter of course, and which has been the universal practice with all the Governors since I have been in this office, unless a protest from some respectable person was made, or reason given for disregarding it, and I remember but one instance of this Kind. Had Mr Summerfield resigned and requested Mr Wells appointment, it would have been done as a matter of course.
