Enclosed I send you Afft. of Ellen Welch stating reasons for discharge of her son and asking discharge or furlough. Will you be pleased to add your recommendation & return it to me as soon as convenient.

I enclose also request of Samuel J. Bradbury for permission to raise a Battery of Artillery. Bradbury is all right.

I also enclose letter of Albert O. Ingalls now of the 17th Cavalry Ills at Alton. Will you send him permission to be examined by Board of Examiners; his is one of my constituents.
