Sir:
Your communication of the 27th of April addressed to Govenor Yates is at hand. The Governor has no authority to order the transfer of soldier's from one hospital to another.
Arrangements have been made to have all such as desire it transferred to Hospitals within their respective states when they can be collected in squads of not less than forty, but it cannot be done in every single case.
