Sir: I would respectfully request that orders issue to Medical Officers in charge of U S Hospitals in the State, allowing them to grant furloughs to a reasonable percentage of sick and wounded soldiers of this State that will not soon be able to rejoin their regiments for duty - There are many cases (chronic) that have been for months in hospital, that are not improving and which really requires permission to go home to recruit health [illegible] and in many instances saves life. The present stringent orders now in force in your Department does


not permit medical officers to act favorably on many applications which they worthy and necessary. Is a [illegible] [illegible] than to proper instructions may [illegible] [illegible].
