Sir:
Having seen your recent proclamation to the people of Illinois calling on them to volunteer for the defense of the Union and informing them that you had taken steps to call home the Illinois graduates at West Point to whom you would give command, I hereby express the gratification with which I would accept the command of a volunteer Regiment of Illinoisans.
I will be ready to report to you in person as soon as the permission of the War Dept can be obtained.
