Dear Sir

Some two mo ago I wrote for a permit to be examined as Surgeon and recd one & was examined in due time & Surgeon Brainard said he would give me a certificate when [enli?] I said I would enlist but not without as he did not wish to do anything in the way of the draft to which I was liable which was all right - Now I want to know if you will issue a Commission as Surgeon or Asst if I volunteer or go as Sub or Rep and obtain the most bounty I can.

I am not willing, nor would I be of much service to the


Gov as private & I shall not go unless you write me that you can & will issue me a Commission & take me out of the ranks. I would not wrong the Govmt and would not do so by taking the highest bounty a citizen was willing to give & going into the ranks & you would not do wrong to put a private up from that position

Write me immediately as to what you can do

With strong faith in the Govmt I remain yours &c
