Mr Grimshaw having declined the offer which you kindly made to appoint him col of one of the new regiments of Illinois volunteers I beg leave most respectfully to recommend William R Lockwood of this place as a suitable person for the place He is a man of high character & has in an eminent degree the qualities which constitute a good Military officer If you can consistently with other engagements give him the appointment I will gratefully acknowledge it as though it was a favour to my self
