Sir:

With regard to the petition of James Elliott, for the release of his son, Wm. H. Elliott, as prisoner of war at Rock Island, forwarded by your Excellency on the 25th ult. I have the honor to inform you in the absence of the Commissary General of prisoners, that the prisoner was released Sept. 12th 1864, on taking the oath of allegiance
