                          Havana Nov 18th 1864

To his Excellency

       Governor R'ch Yates
                              Dr Sir
                                       It is Supposed that Capt Westlake, Provo Marshall of the 9th district will Either Resign or be Removed. In Either Event, we are in favor of the appointment of Capt W.W. Stout a wounded officer of the Invincible 27th Ills Voluntiers to the place. Capt Stout, posseses Superior qualifications for the position in our Judgement, Cool & unimpashened brave as a Lion.  He is true to the Goverment, and has Earned, the place, by as gallant Connduct on the Field of Battle as any man in the Servise.  He fell with his leg, Shattered in the Glorious Charge on Mission Ridge And now without one word against any Gentlemen who may apply for the place, we in the name of Mason County insist on the appointment of Capt Stout.  Our District is the harbor of Refugees & deserters we want a man whose name will be a terror to Such Men.  The Loyal People of the District would rally to the Support of Such one.  And we beg of Your Excellency Your Personal & Official Influence
