Sir, I have the honor, and the pleasure, to recommend that you appoint Mr. Frank Drummond Quartermaster of the 13th Illinois Cavalry. He is the son of Judge Thomas Drummond, of the United States Court. He has seen service in another capacity, and is every way qualified for the position asked for.

The office of Quartermaster of the 13th Illinois Cavalry is vacant; and I have before me a letter from the Commander of that regiment
