Col Hirshbach -

Aug 21_1864_ Capt Wm A Low was commissioned Major of the 79th Illinois Vols, with rank from July 14_1864, vice Clark promoted _

      July 31_ Col Buckner forwarded to this office a protest against the promotion of Capt Bagley to the Majority signed by nine commissioned officers of the 79th & recommended that Capt Low, the senior Capt, be appt'd Major _
       Aug 9_ Col Buckner says "that nine of the sixteen officers present are " in favor of Capt Low, and furthermore "he is by far the most competent of the " two and is considered by all the officers " the ranking officer, the "letter" determining the rank (their commissions and "muster being the same day)" -   (over)

August 16_64_ a petition from seven officers of the 79th was received at this office approved by Col Bradly 51st Ills Commdg Brigade and Brig Genl John Newton Commdg Division, recommending Capt Bagley for Major _
