I have the honor to reccommend William OConnell to be appointed as Lieutenant and Adjutant of the third Regiment of Illinois Cavalry.

Mr. O.Connell has served with me in the U.S. Army and is a thorough soldier well posted in his duties, and was discharged from the U.S. Service by Gen. Fremont at my request for the purpose of taking this position
